Justin Bohall, MPA, CMBE, serves as executive director of the Arizona Board of Osteopathic Examiners in Medicine and Surgery. With more than 15 years of experience in state, county and local government, he oversees board operations, licensing, regulatory compliance and public protection initiatives. Known for his collaborative leadership and commitment to operational excellence, Justin has strengthened agency efficiency, transparency and public trust. In recognition of his contributions to medical regulation, he was recently honored with the Doug Cerf Executive Director’s Award from Administrators in Medicine.

Lilliana Cardenas

Subdivision administrator, Resilience, Impact, Sustainability and Empowerment Division, Maricopa County Public Health Department

As the subdivision administrator for the Resilience, Impact, Sustainability and Empowerment Division at the Maricopa County Department of Public Health, Lilliana Cardenas, MSW, works to advance health equity, climate health, nutrition access and community engagement across Maricopa County. With more than two decades of experience at the intersection of public health, social services and community systems, she has dedicated her career to designing and leading initiatives that address the root causes of health inequities and strengthen community well-being. Her work includes oversight of $30M+ in federal and state funding, guiding cross-sector initiatives that bring together health care systems, local governments, nonprofit organizations and community leaders.

Shannon Clancy

Chief executive officer, St. Vincent de Paul

Shannon Clancy became chief executive officer of St. Vincent de Paul in October 2022. The organization is a diversified nonprofit that works with community volunteers and partners, as well as a dedicated staff to feed, clothe, house and heal those in need. With more than 30 years of experience working in local and national faith-based nonprofit organizations, Mrs. Clancy dedicated almost 20 to SVdP. Her vision for SVdP hopes to carry on the deep commitment to our community’s most vulnerable, expanding services in the areas of homelessness, prevention and health care.

Erin Garcia

Senior vice president of social services and education, Chicanos Por La Causa

Erin Garcia is the senior vice president of social services and education at Chicanos Por La Causa, leading impactful programs across Arizona, New Mexico, Nevada and Texas. Since 2013, she has overseen schools, senior centers and one of New Mexico’s largest emergency shelters. Her servant leadership and equity-driven approach focus on meeting people where they are. Erin holds a BA in education and an MS from Arizona State University and an MBA from Grand Canyon University.

Desire’e Hardge

Chief executive officer and executive director, Maricopa County Medical Society, and editor-in-chief, Arizona Physician Magazine

Desire’e Hardge, MBA, is the chief executive officer and executive director of the Maricopa County Medical Society and editor-in-chief of Arizona Physician magazine. With more than 20 years of leadership experience in both the for-profit and nonprofit sectors, she has guided organizations through business development, community engagement and strategic growth. Her expertise spans capital acquisition, operational scaling, client retention, fundraising, market expansion, brand recognition, policy and advocacy, and campaign management. At MCMS, Desire’e is dedicated to strengthening the society’s presence and influence statewide and nationally. Her vision focuses on championing physicians, supporting medical practice sustainability and fostering stronger connections among health care professionals and community partners, ensuring MCMS continues its legacy as a trusted and impactful voice in Arizona’s health care landscape since 1892.

Clifford Lew

Vice president of strategic planning, Phoenix Children’s Hospital

Cliff Lew supports the growth of Arizona's only pediatric health system as Phoenix Children's Hospital vice president of strategic planning. Prior to joining Phoenix Children's, he served as vice president of strategy for Lucile Packard Children’s Hospital – Stanford. At Lucile Packard, Cliff led the development of comprehensive strategic plans for centers of excellence, market prioritization and statewide expansion. He began his health care career with several top-tier consulting firms providing guidance on strategy and finance for hospitals, health systems and physician groups. He holds a Master of Health Administration and Bachelor of Arts degree from Washington University in St. Louis.

Britany McElroy

Operations administrator, Mayo Clinic Arizona

Britany J. M. McElroy, MHA, FACHE, is an administrator for primary care at Mayo Clinic in Arizona and holds the academic rank of instructor in the Mayo College of Medicine and Science. She previously served as a strategy director and access management administrator, where she helped implement Epic and led through the COVID-19 pandemic. In her current role, she advances her professional mission of delivering high-quality care and ensuring a positive patient experience. Britany developed her health care administration expertise as an administrative fellow at Mayo Clinic, working on special projects across multiple campuses and departments that prepared her for continued success in her career. She also serves on the advisory board for ElevateMed, previously served on the Ronald McDonald House board, is co-chair of programming for the American College of Healthcare Executives, and is an active member of the National Association of Health Services Executives.

Liza E. Laguana Merrill

Community health worker

Liza E. Laguana Merrill is a community organizer and advocate dedicated to advancing equity and access across diverse communities. She is a certified community health worker, health care enrollment navigator and Medicaid application assister, with extensive experience in program development, training and community engagement. She currently serves as interim executive director of Asian Pacific Community in Action, where she oversees initiatives that promote health equity, expand health care access and strengthen services for Arizona’s Asian American, Native Hawaiian and Pacific Islander communities. Liza also leads the training and professional development of community health workers and health care navigators at APCA, ensuring that frontline staff are equipped to serve clients with compassion, accuracy and cultural competency. Nationally, she serves as treasurer for Asian Pacific Partners for Empowerment, Advocacy, and Leadership and chair of the client council at the National Legal Aid and Defender Association.

John Molina

Director, Arizona Advisory Council on Indian Health Service

John Molina, MD, JD, HLD, is Pascua Yaqui and Yavapai Apache. He has held positions as compliance officer and health systems director for Native Health Urban Indian Clinic (Phoenix, AZ); health systems director for the Kenaitze Indian Tribe (Kenai, AK); chief executive officer for Phoenix Indian Medical Center; and assistant director and medical director for the Arizona Health Care Cost Containment System. He practiced as an OB/GYN physician with the Indian Health Service and Las Fuentes Health Clinic, which he founded in his hometown of Guadalupe, Arizona.

Jeanne Nizigiyimana

Manager, Valleywise Comprehensive Health Center

Jeanne Francoise Nizigiyimana, MSW, MA, is currently leading the Valleywise Center for Refugee and Global Health Center, at Valleywise Health, in Phoenix, Arizona. With over 20 years of extensive refugee work experience, she also co-founded the Refugee Women’s Health Clinic. Her refugee journey and resilience inspire a passionate career of an international medical social worker and public health agent as her work impacts the lives of so many underserved populations globally. While promoting co-equal partnerships that involves shared leadership, she continuously designs, implements and grows community culturally grounded health programs that are codesigned and co-implemented by an interdisciplinary, multicultural staff, volunteers and community members. As a co-founder of the RWHC, she developed a robust and innovative team of cultural health navigators, a model of care that is nationally recognized and a first of its kind in Arizona to ensure a seamless transition for refugees in navigating the health care system.

Michelle Pabis

Vice president of government and community affairs, HonorHealth

As vice president of government and community affairs, Michelle Pabis is responsible for developing HonorHealth's community relations and advocacy priorities at the federal, state and local levels. She has oversight of several HonorHealth programs including Desert Mission, Military Partnership Program, Community Benefit and other strategic partnerships. Mrs. Pabis currently serves, or has previously served, on the boards of directors for the Arizona Chamber of Commerce, Charros Foundation, Community Celebrating Diversity, Neighborhood Outreach Access to Health and the Scottsdale Area Chamber of Commerce.

Jennifer Rosas

Chief clinical officer, Neighborhood Outreach Access to Health

Jennifer Rosas, MD, is a board-certified family physician and the chief clinical officer at Neighborhood Outreach Access to Health, a federally qualified health center serving Phoenix and surrounding areas. She earned both her undergraduate and medical degrees from the University of Missouri–Kansas City. In her role as CCO, Dr. Rosas oversees all clinical service lines at NOAH, including medical, dental, behavioral health, psychiatry, nutrition, pharmacy and the population health team of nurses. She continues to practice as a board-certified family physician. She has a strong interest in social determinants of health, health equity and delivering high-quality care to underserved and marginalized populations. Dr. Rosas is passionate about leveraging health information technology, integrated care models and cross-disciplinary partnerships to improve patient outcomes.

Doug Ross

President, Dignity Health Medical Center

Douglas Ross, MD, FACEP, is the current president of Dignity Health St. Joseph’s Hospital and Medical Center serving Phoenix, AZ. Dr. Ross joined St. Joseph’s from the CHI St. Vincent System in Arkansas, where he served as chief medical officer for the market and as president of St. Vincent Hot Springs Hospital. A highly qualified leader, Dr. Ross joined St. Vincent Hospital Hot Springs early in his career as a staff physician in the emergency department. Since that time, he has served in a variety of leadership roles within CommonSpirit Health, of which Dignity is a member, including as vice president of medical affairs, medical director of emergency services, chief of staff and medical director.

Randal Schulhauser

Founder and chief executive officer, Schulhauser Associates LLC; Medtronic Emeritus

Randal Schulhauser received his BS for electrical engineering and BA for physiology from Queen’s University in Kingston, Ontario, Canada. He is recognized by his professional organization as a biomedical engineer. Upon graduation in 1985, Randal was hired by Medtronic of Canada Ltd. as a product engineer assigned to work on the first Medtronic human implantable defibrillator. He has since obtained a business commerce certificate while working full-time. While working on defibrillation waveform techniques with Dr. George Klein at University Hospital in London, Ontario, Canada, the concept of an implantable ECG holter monitor was conceived. This concept was transformed into various investigational devices, eventually released to the market in 1997 under the Reveal® LINQ brand name. Implantable cardiac monitoring has grown to a $1.5B+ business worldwide.

Davinder Singh

Davinder Singh, MD, has served as chief medical officer of Mountain Park Health Center, one of Arizona's largest federally qualified health centers, for the past 14 years. Serving communities across the Phoenix metropolitan area, Mountain Park Health Center is dedicated to improving health and well-being through high-quality, comprehensive care for all, regardless of ability to pay. A board-certified internist, Dr. Singh continues to provide patient care while leading the organization's clinical strategy, quality improvement, patient safety, compliance and population health initiatives. In his clinical executive role, he oversees medical operations across the organization, driving efforts to improve health outcomes, advance value-based care, strengthen regulatory readiness and ensure high-quality, patient-centered care for underserved communities.

Gagandeep Singh

Chief medical officer, Mercy Care Arizona

Gagandeep Singh, MD, joined Mercy Care in September 2021 as chief medical officer, bringing more than 21 years of clinical experience, including over a decade in senior leadership roles. He is board certified in psychiatry, consultation-liaison psychiatry and addiction medicine. Dr. Singh leads the advancement of Mercy Care’s clinical and quality strategy through strategic medical management, value-based programming and policy implementation. He provides leadership to Mercy Care’s clinical teams to ensure delivery of high-quality, whole-person care for the Medicaid, special needs and dually eligible populations served. He actively fosters strong partnerships with providers and serves as a key voice for Mercy Care within the Arizona medical community.

Jacque Sokolov

Chairman and chief executive officer, SSB Solutions

Jacque J. Sokolov, MD, is the chairman and chief executive officer of SSB, a diversified U.S.-based health care management, development and investment company. As chief executive officer, Dr. Sokolov leads the four strategic business units to optimize solutions, investment strategies, financial structures and governmental contracting. Dr. Sokolov and the SSB teams have been vital to large health care corporations to reimagine their business models and improve and increase performance at critical inflection points in their history. Some of his projects include redesigning large health plans such as the Humana Inc. turnaround in 2000 and the transition of Hospira from an IV-solution company to the largest independent biosimilar manufacturer in the world that Pfizer acquired for $17 billion in 2015.

Scarlett Spring

Executive director, Phoenix Bioscience Core

Scarlett Spring is former executive director of the Phoenix Bioscience Core, entrepreneur and ecosystem builder. She is a 20+ year pharmaceutical and medical device executive with Merck, AstraZeneca and VisionGate. She also served on two public companies’ boards of directors, both were turnarounds with excellent exits, and co-founder of TapRoot Interventions and Solutions, a personalized care management platform for caregivers of persons with dementia-related diseases. Ms. Spring co-chairs the health innovation council at the Greater Phoenix Economic Council, serves on the Flinn Foundation’s bioscience roadmap steering committee, Flinn’s risk capital project team, and MDM2’s lab-to-market initiative. Scarlett is also a Silicon Oasis board member, Arizona Sports and Tourism Association board member, served on the local organizing committee for the Women’s Final Four and member of Greater Phoenix Leadership.

Flo Spyrow

Executive director, Well Being Collaborative

Flo Spyrow, MSN/MHA, JD, is the current executive director for the Well Being Collaborative, a collective of health leaders and professionals building a wellbeing-centered health ecosytem in Arizona. With over 30 years of experience in health care leadership, she brings a wide range of experiences in small hospitals and large integrated health care systems as a nurse, senior vice president of operations, chief executive officer and legal counsel. Her understanding of the rigor required to achieve operational excellence, the importance of strong teams and aligned governance, and the structural and engagement requirements to thrive in these challenging times has led many organizations to success.

Lisa Villaroel

Chief medical officer, Arizona Department of Health Services

Lisa Villarroel, MD, MPH, is the chief medical officer for public health at the Arizona Department of Health Services. Dr. Villarroel has served as the medical director for the emergency response to Ebola, Zika, opioid, vaping and the COVID-19 crises. She has a particular interest in the public health approach to opioid use disorder and has co-led the creation of the Arizona Pain and Addiction Curriculum, the Arizona opioid prescribing guidelines, and she now co-chairs the Arizona clinical opioid workgroup focused on medication for opioid use disorder metrics. She received her bachelor’s degree in biology at Princeton University, her Doctor of Medicine at Northwestern University, a master’s degree in public health, and a certificate in media and medicine from Harvard Medical School.

Sakina Pasha Wells

Director of population health strategy, Blue Cross Blue Shield of Arizona

Sakina Pasha Wells, MS, SSBB, is a health care strategist, population health leader and proud Arizonan dedicated to improving health outcomes through innovation, value-based care and community impact. As director of population health strategy and operations at Blue Cross Blue Shield of Arizona, she leads initiatives that strengthen provider partnerships, advance affordable and accessible care, and improve the patient experience across the state. Over the past decade, she has driven transformational change in population health, quality improvement and care delivery, helping organizations reduce costs, enhance collaboration and achieve measurable results. In addition to her work at AZ Blue, she serves as chief executive officer of Integra Health Solutions, advising organizations on population health, health care strategy and practice transformation. Sakina is an active community leader, serving on the American Heart Association’s West Valley executive leadership team and chairing the Executives with Heart campaign for the past two years. A graduate of Barnard College, Columbia University and a proud Arizona State University alumna, she is passionate about building healthier communities and making health care easier for all Arizonans.
